Pull the other one: they don't exist any more. Now-a-days it's all a case of, "That's natural for kids". Society even sees no problem with showing it in TV adverts to encourge kids to do it. Proper parental instruction in socially acceptable behaviour went out of fashion around 3 decades ago.
Don't think children are quiet through fear. All young children like to make noise, given the chance, but not all do so unrestrained. In the end, like all young animals, they are dependent on their parents, and pleasing the parents is rapidly, probably instinctively, seen as the best policy. Therefore, the child that sees disapproval will alter its response and behaviour to conform with what it sees as gaining affection and approval, and, conversely,will continue in behaviour which seems tolerated or approved. Clouting it may, in fact, reinforce the behaviour,though it may stop it briefly, because , at at least, the child is getting attention.
