Cycle helmets aren't manufactured for specific ages; they're made to fit certain head sizes.

A quick glance in the current Argos catalogue shows that cycle helmets for fans of Thomas the Tank engine are designed for a head size between 50cm and 52cm. (14.99)

However, there's also a Raleigh Ocean helmet with an adjustable fit between 46cm and 53cm. (9.99).

Those are just examples. For the full range of cycle helmets for young children, sold by Argos, see pages 1196 and 1198 of their current catalogue.

Alternatively, go to http://www.argos.co.uk/static/Home.htm and enter these catalogue numbers: 333/3585, 333/2603, 333/3107, 333/3664, 036/2621, 036/3455, 036/3448.

The skull is the slowest growing part of the human body, so it can take a youngster several years to outgrow a cycle helmet.

My daughter had a helmet from about 18 months old - the time when we started to take her in a bike seat on my bike. I went to our local cycle shop (or you could try Halfords) where I was able to try the cycle helmets for size. They vary tremendously from style to style and some fit better than others. Also, you can play around with the pads and straps to find the best fit. A good cycle shop will be able to advise.
