If you don't have passenger airbags then there is no reason why not. My son has always travelled in the front with me. My theory is that if there is an accident I just have to lean over to get him out. If you have passenger airbags though the answer is NO! Airbags can suffocate a child (up to at least 5 years) very very quickly.
Sorry, misread the question - answer is it is always better to have a newborn nearest to you, in case of choking etc. Also they don't like being separated for long times
the baby can go in the front, as long as the airbag is turned off, but it has to face the back.
You should be able to keep an eye on newborns therefore at the front facing backwards.
No you cannot put a newborn baby seat that is designed to be rear-facing in the back seat facing forward - this is not safe and would be very dangerous for the child.  There are 4 stages of car seats (go to mothercare or the like to get the specifics ) when you do need a seat make sure you check the model will fit in your car, most reputable shops will help you with this. You will need to get a baby seat designed specifically (sp) for rear seats - they are readily available but are less popular because you can not carry the child in them ( if asleep etc ) which you can do with the newborn seats. Sorry this is so long winded but it's more complicated than you think trying to explain it.

Babies up to the age of nine months MUST be in a rear-facing car seat. Younger babies necks are not strong enough to withstand the impact of a crash if they are facing forwards.

A woman was in the news a week or so ago for wrongly installing a stage 1 car seat so that it faced forwards and was prosecuted (I think for dangerous driving).

do you mean the three point harness type belts?  if so, you'll not get them fitted around any car seat for a newbie.   You'd either need to swap the car, or the seat belt.   I know that some bucket seats WILL take a newbie car seat (but only with standard seatbelt), tho you probably won't fit a bigger seat (for 9mnths plus) in the bucket. I'd agree that the best place for a newbie is right beside you.  If you put them in the back in a rear facing seat (as is legally required) then you won't be able to see them and it will be a terrible distraction when you're driving.
