Holiday With Partner And Our Kids But What About Step Kids??

My partner has two children from a previous relationship who are now 14 and 15 and stay far away from us.
Because they are so far away we can only get them up once a year to fit in with their holidays. It costs a lot to get them here because of the distance
We've never been on a family holiday and our children will be 6 and 4 by the time we book something for the end of next year.
I think the step children will maybe think bad of us for going away without them, what would be the best way to deal with the subject?
they go away with their mum, are going on a foreign school trip which we are paying for half so the way i look at it they get all that and our children aren't getting a holiday so that might be a way to explain it.
Also, we are a bit short of cash and we will be paying it over the next year and a half like what most families would do. I think if we book a holiday they'll be thinking how can we afford it not realising we'll be paying it off over the year from my wages.

they will be up on holiday here in the easter holidays so that will be £300 or £400 spent on them to come to see us adn all their friends here. Then they go on their foreign school holiday in May so there getting a lot of holidays and we're at home
I think they would love to come with us which is so awkward and just because of both our locations it would cost far to much to have to meet them. When there both older and can travel themselves we could all go abroad but just financially we couldn't afford it
