That's why, when he says he loves babies, and that's what we want, his suporters - similarly humour-free - take him at his word.
Then when he says he was kidding, he would like the baby taken out - they takle him at his word.
But when he mimbles "That's alright ... that's alright ..." at the end of both statements, they are confused.
Which does he mean? Either? Both? Neither?
Is he being ironic? Can't be, you need a sense of humour for that.

To address your point - a politician campaigning for office is well advised to embrace babies, and mothers, as almost all do - it makes them look family friendly and nice.
To be a politician campaigning for office, and say that you want babies because they are young and cute and cuddly and all that, and then embarrass the mother in front of thousands of strangers, is a politician who can legitimately have his sanity questioned.
