this went down really well with some 5/6 yr olds recently so the four year olds might like it too? - though they needed quite a bit of help ones they had the right idea had great fun smashing him to bits - you have to fill the pinata yourself so can get the kids favourite treats etc.

my mum once made a game for one of my bdays - very cheap and easy! she cut out of paper fish/birds shapes and coloured them in and then each kid has a paper plate that they had to bang on the floor to make the 'animals' swim or fly! first one to cross the finish line wins - very simple! i do recall us all getting very excited and loud thou!!!
get the kids into 2 teams hand them a toilet roll each (team) have 2 adults volunteer and the fastest team to wrap the volunteers up is the winner then when finished get them to clear it up and have a prize for who cleans up first this worked brilliantly at my littluns party and was a great laugh.
limbo is also a goodun to play.
a treasure hunt usually goes down well

Get a few sheets of similarly sized bubble wrap ( big bubbles ) place kids in groups, and let them jump on it first team to pop all the bubbles is the winner. Small sweet each child. I gave pots of bubbles to the winners.

If there are also lots of adults at the party, get them to team up with a kid and play Autograph Bingo. Have some question sheets ready with GET THE AUTOGRAPH OF SOMEONE WHO: Then write 10 or more or less (how many you want) things down like Knows the name of the Teletubbies, Has a ring on, Watches Coronation street etc, absolutely anything you want, that you know at least one person at the party can sign. First one to get all the signatures wins the prize. it doesn't have to be an adult, but being 4 just someone who can read it to them so they can ask. Works well where older cousins/friends are there.Everyone gets quite into it, never failed yet, at a variety of gatherings.

ask the kids to do impersonations of animals- frogs, fish, pigs etc. the best one wins a little prize each round. our 5 yr olds played it for hours! you could also give each child a cardboard treasure chest - you can buy little ones at craft shops and have stickers or any craft things to glue on them depending on how messy you want it to be. when they have decorated them they can fill them with sweets etc and take them home instead of boring party bags.

Bobbing for apples is my fav! Although now people probably think its too germy'.
