Boiler Problem: Getting Hot water but Central Heating not firing

The model I have is Modena 80

Boiler fires and works fine for hot water. For Central Heating, it won't fire at all. (switching on/off Central heating has no effect on the boiler display and it doesn't make any sounds indicated that it is working)

I looked at the above document that gives some tips, and tried to short the two wires coming from the room temperature thermostat, but it had no effect at all.

I am not sure what else to do ??
