My daughter has had a wobbly front tooth for MONTHS and won't wiggle it herself. I am worried it is damaging her new tooth beneath as it is staying put. If she played with it a bit i'm sure it would come out. Is it okay to leave it alone?

So it's probably best to get it checked, especially if the other tooth is coming through. Some teeth are just more keen to stay than others!
