That would depend on what sort of records you want. All *named* records are confidential for now and for the previous century, except for those working in social services, the police, or the law and indeed the prison service itself. If you want to find out for instance how many people were imprisoned in a certain year, how many people died in prison in a certain year and so on, you could try a national statistics group.
