The social workers say my mother should give up her house and go into a care home. She does not agree with this; can we dispute this?

Just say no.
They can only advise , they can't force anyone to do anything.
yes she can dispute it. What is the problem that means they feel she can't stay at home?
yes of course, unless she lacks the cacity to consent. They may also be going on a pattern of behaviour when they suggest this

even if she is adjudged to lack the capacity to decide for herself, that doesn't automatically mean that social workers get to do it!
Do they want her to move out so they can sell her home to pay care fees? I am afraid that does happen, shouldn't but does.
