how is the valuation assessed?, would it affect funding for home carers?, and do you have to live in it for a certain length of time before you can sell it or would it be possible to rent it out? (e.g. may need to go into a home in a few months)

A house purchased under the scheme can be sold at any time but if that sale is within five years of the purchase a proportion of the discount received (or all of it if the sale is within the first year) has to be paid back. See page 8 in my link.
