Should the policewoman just have given the Father a warning, and let the girls keep the flowers,
or should the Father have bought flowers from a florist, in the first place?

It takes a hell of a lot to make me angry but somebody saying "I pay your wages" makes my blood boil. I once worked in an environment where people often said this when they couldn't get their own way. My reply was always the same, would you please give me a raise, I don't get paid enough to take your abuse.

The police officer got it right.
it would have been better had he bought some flowers himself.
IMHO- He should have bought flowers in the first place but the Police Officer should have given him a warning and let the girls 'keep the flowers on this occasion' whilst explaining why they shouldn't have picked them. By law you can't pick flowers on a council maintained verge but all the old dears from the church do around here all the time because there are bloody hundreds of em down the lanes.
The father should have been spoken to. The girls given an explanation that it was stealing and so they couldn't keep stolen property. Perhaps they should've looked for those flowers already damaged in the storms and helped the council clear them away.
He has escalated the situation, he should simply have accepted he was wrong.

The officer remained calm.
I am with the Policewoman here. It should have been the fathers job to make sure his kids didn't pick the flowers in the first place.

Poor example of parenting, with a different attitude the girls may have been allowed to keep the flowers, he made himself look like a plonker.
He should have bought flowers of course. Flowers planted on verges are put there for everyone to enjoy.
