You can get flouride free toothpaste. The most common one is Kingfisher, which you may be able to get in supermarkets but, if not, you will certainly get it in any health food shop such as Holland & Barrett.
There is huge controversy about the benefits versus dangers of flouridating the water supply - search the internet and you will find loads of info on this.
I think there is some legal issue at present about whether it's even legal to flouridate the water because it is a form of compulsory mass medication with potential health hazards.
