Enforcement Is The Only Way - Sad But True.

Imagine no laws, just appeals to people's nature. Please don't rob. Please don't kill. Please don't rape. It wouldn't work, would it.
So it's no good the Authorities just appealing for Covid-19 behaviour modifications, it needs laws to enforce it. Once one or two defy the appeals, others inevitably join in to avoid missing out, and devil take the hindmost (usually the old and the sick).
The so-called wartime sprit was largely enforced by law in critical areas (e.g. Rationing, "Put That Light Out" etc.) although people were more neighbourly in those days before a Prime Minister declared "There's no such thing as Society".
I know laws aren't the total answer (people still rape, steal, murder, etc.) but they do tend to bring a larger majority in line and also ensure those many amongst us who are caring aren't being exploited by those who aren't.
