You need to decide whether this guy is worth possibly destroying your relationship with your sister over. If, as you stated, he's into your sister, what good is telling him how you feel going to do? The probable outcome will be he'll dump her and walk away from the pair of you. Everybody loses and she'll hold a major grudge against you.

Whatever the outcome, you're on a loser here. Back down or you could cause some lasting damage.
