I have an answer for each ... but not convinced as rather ' silly' so wondered if any one had anything different to offer .

18) here's / here - this would make sense if the word was looking and not look .

28 whale / wheel 

31) veil / vale

Do, "whale" and "wheel" sound the same to you?

"Hair" and "air" rhyme but they don't sound the same unless the "h" isn't pronounced.

Thank you all for your suggestions - ruler is definitely better than whale and wheel - which don't sound the same to me really but it was all I could think of! 
BUT some others don't sound perfect either eg . 

9) ----- across the Mersey to see the ----- Queen . ( ferry and fairy )?

26) ---- the ---- of the long ------ birds. ( tell / tale / tailed )?

With some accents those answers will be fine but with others, they are nothing like. It just depends on the accent of the question setter!

"Tell" and "tale" don't sound the same to me and any quizzes based on pronunciation are a minefield anyway.

"Where" and "wear" are different for me as are, "pore" and "pour" so it always depends on the accent of the setter.
