You should send these no later than 3 weeks before the celebrant's birthday to ensure the telegram arrives in time.
Application forms available to download from the British Monarchy website (http://www.royal.gov.uk/output/Page615.asp) or on request from:
Anniversaries Office
Buckingham Palace
London
SW1A 1AA
Telephone: 020 7930 4832
For a birthday telegram you need to enclose a photocopy of the celebrant's birth certificate. A certified copy of a birth certificate is available from:
General Register Office for ScotlandNew Register House3 West Register StreetEdinburgh
EH1 3YTTelephone: 0131 314 4411
You do not have to enclose a birth certificate. If the celebrant is a UK resident and in receipt of a state pension, then the Department for Work and Pensions can verify the celebrant's age. Just simply return the application form. The Pension Service may visit to verify details prior to the birthday.
i hope this helps.
