It's a scheme which aims at giving newly qualified drivers additional driving tuition such as motorway driving, driving at night. There's no further exam to take but once you have completed it and have a certificate many of the recognised insurance companies - who HATE young inexperienced drivers - will take this into account and reduce the premium.
If you Google "Pass Plus" (think it's called that) you will get more information and probably be able to find a driving school or instructor locally who will put him through the training.
