social services missing report

Hi,
A few months ago social services had to do a report on my family. After hearing nothing more I rang them up today to be told that a copy of the report had been sent out to us some weeks ago, recorded delivery. (the reason it was recorded delivery is due to the fact that our post has regularly gone missing and I asked them to send it RD because of this, which they agreed to do). We have not recieved it. I then asked them to follow it up with the post office and find out where it had gone to only to be told that they cant find the reciept.
As the report contains personel and sensitive information what can I do about it?
Is it possible that someone else (a neighbour)could have signed for it? Can someone else, not of the address on the envelope, sign for a recorded delivery letter? Also if social services are claiming that they can,t find the reciept how can I find out where it has gone to?

Go to your local sorting office with some id e.g. a driving licence and a copy of a council tax bill, if its there problem solved. If it has been there a while though (I can not remember exactly how long) I think they then return to sender.
