troubled 17 year old daughter

how do I cope with terrible decisions my 17 year old daughter has made and is trying so hard to deal with guiding her that her high school drop out boyfriend is no good for her .and that he is a troubled young man with no good values and has been a burden on our whole family since he is from a broken home who has had no father figure in his life and has been very dependent on my daughter with trying to convince her to not finish high school or go to college. What do I do as a parent that has been through a lot with the law in volved and getting no results...Not mentioning that this boyfriend of my daughter is a gang member and is 18 1/2 years old.... drives with no license , no insurance and is not a american citizen....need help on what to do .....
