Looking for help again! Urgent

I posted the other day about my brother being homeless, he has managed to stay with a friend for tonight but after that he has no where to go again. I've taken the day off to try and sort this but I keep hitting brick walls. I have:
- Contacted the council who say they have no duty to rehome him unless he is vunerable (I don't know what the hell classes as vunerable if being homeless doesn't)
- Contacted Woodspring who help with getting deposits together for private rental, I'm waiting on them returning my call.
- Contacted social services as he was fostered but they said they can't help because he is 22 and leaving care ends at 21.
- Phoned Citizens Advice who said they can help him apply for benefits and appeal a decision the council makes but they have to wait for a negative decision to be made and for it to be put in writing first.
- Contacted Shelter who advised there are no available hostels in his area and told me to send him back to the council.
Can anyone else think of any other ideas?

For more on marking an answer as the "Best Answer", please visit our FAQ.CAJ I would get back on to the council as Shelter advised, if not the housing department then could you maybe look up different dept's online as most have directives about homelessness and wanting to reduce this, so perhaps speaking to someone else may get you further.
Has he actually applied to the council yet as you say CAB are will await a decision?
Or follow up with housing about vulnerablility - does he have a GP he could go to who would support him applying for housing?
there may be pther support services in his area - sometimes the smaller a charity the more helpful they are - could you search online if you haven't already?

Hi Caj, I don't think much of his ex - literally making him homeless, when she's not even there! If he has been paying towards the rent, will the Landlord let him have keys? Do they know each other at all?
I can only think of contacting any local family or friends and explaining the situation, while waiting to hear back from Woodspring. I'm sure you've done this already, but perhaps another call, as it's getting quite desperate now

I have thought of that tiggerblue but I want him to stand on his own 2 feet and sort this out himself (with my help), he's cocked up once too often and expects me to clear up after him everytime. I don't want him to be homeless but I don't want him to be here sponging off me forever either! I'd pay for his flight but then I'd have to pay for his food etc and he'd have to get a job over here which would mean I'd have to pay for his travel. It may sound mean but I was fostered too and I never had anyone to bail me out, made me stronger sorting out my problems and my god I had some almighty ones!
I had my suspicions ummmm but I phoned the council and they confirmed he had been down there.
