Rhubarb leaves as bug sprayis it April Fool?

Have heard that if chopped-up Rhubarb leaves are soaked in a bin for two months the resulting liquid can be used as bug spray for fruit and veg.
Am I falling for a massive April fool or is this true, if so what are the dilution rates,how frequently do you use, do the veg taste of Rhubarb , Does it work on Carrot root fly. or deter cats.

You'd better wash them pretty thoroughly as the resultant liquid is also poisonous to humans.

It was one of the tips on tv recently

the acid in the leaves leaches out and can be used against bugs, not sure about root fly and nothing seems to keep cats away except a big dog. You can also boil up cigarette ends and use that but it really stinks, not recommended for boiling indoors.

Thanks everyone, Have visited the sites ChuckFickens suggested and decided to err on the side of caution and use other natural pesticides.
I wonder if any of the TV. crime series has used this method to bump someone off and were they found out!!
