I believe so, yes, if you are selling as a business. It can also apply for charity, I think it was the WI ladies who had to have their kitchens looked at a while back.

To be able to sell food products to the public you need to register with your local authority Envirometal Health Office. You also need to take a basic food hygiene course. You can do this on line for about £30-40. You will also need some form of insurance. In your premises the main criteria are all surfaces including floors are be washable and you have the correct cleaning fluids. And it is preferable to have a hand wash sink with antibacterial soap and disposable towels. If you are using your home if you have a sink with two sinks or the small bowl in the middle that should suffice. The basic food hygiene test is self explanatory IMO. You will be able to determine from the test what equipment you need to comply. EHO will visit and as long as you can prove you are safe you will be fine.
