Burning Itching Lips

Have had a problem with my lips for 2 weeks now. I keep having an itch and my lips have a burning sensation If I apply cold water or ice it helps phoned my GP and told the receptionist and they gave me a cold sore cream when I do not even have one. It got so bad that I had to got to A&E and the doctor said you have no cold sore and he just said keep them moist so have tried Vaseline and Lyspyl but as soon as I start eating and if the food is chilli the lips start to itch the inside of my lips are slightly red but no ulcers. Can anyone advise?

I had a mixture of blood tests and pinprick tests, I was tested for a load of different things, mainly pollen/trees etc..., fruits, nuts, latex and some animals.
