Depends on the set up really. If I can have it to the side of me, the longer shoulder strap allows that so it is still attached to me over my shoulder. I use an extra chair next to me in a coffee shop for this if there is one. As it's a longer over the shoulder strap though it can sit on my lap if there is room for it, moreso a coffee shop than restaurant though.
If I have to put my bag on the floor, such as in a restaurant I'd make sure the strap was secured by having the strap over my leg or my foot through the loop.

@EDDIE51 Hello Eddie wel the full story behind it is a followed: I am currently following an internship in a company that designs and sells polymer coated furniture, the problem with these is that they are made up from coated foam so if you were to place a purse hook on it the coating would get damaged, that's why I'm creating a platform that can be combined with these coated parts and thus creating the possibility of letting the user hang his/her bag/purse on the metal platform.
I usually do as Prudie does, but it does depend where I'm eating. If I'm in a nice restaurant then I almost certainly have a clutch bag with me as opposed to a strapped handbag. This will still go on the floor but will be right under the table. In a more casual place like a pub then my bag will stay in contact with me constantly. I'd be very dubious about hanging it on a chair.
Best of luck and I wish you well. I suppose the 'bag hook' would not add to the cost of the chair so it could well be a sales point. I was thinking of places that have 'standard' chairs not wanting to pay to replace them , but it may well work as replacements when their current stock is at the end of it's life.
