Wallpaper With A Black Backing

When we decorated our bungalow several years ago, on the landing wall, underneath the wood hip was a lining paper with a plastic oiled back. It was a nightmare to remove and even now 'Bleeds' through. We have just taken down the ceiling paper and there is some on there as well. The black is impossible to get off, it is like an oil or tar paint on plastic, with lining paper on the top. Have never seenit before and I wonder if there was a water leak in the past and that was the reason it was used.
I am sure there are some builders/decorators out there who can enlighten me!

We lived in a house a number of years ago and this paper had been put up in a number of the rooms. A builder told me it had obviously been used because there must have a damp problem many years ago, so this just stopped it coming through and making dark stains on the wall. You might not have a damp problem in your bungalow now, but historically there might have been a problem with damp and this paper was just used to seal the walls off.
