Personally I would allow a drink-driver one chance to reform (getting very liberal!) but a second offence would see a lifetime ban.
As an aside it is very, very unusual for a driver to be banned (for any offence) for life. In fact, a disqualification of five years is unusual and a ban of longer than that very unusual indeed.
