Post Office: Parcels Vs Printed Papers

Hello Folks.
I went to the Post Office today to post a 3150gms parcel to the USA.
I was asked what was inside and told them it was a plastic case for a drone.
The price to send was approx. £60. (I didn't send it due to this cost)
However, if I were to send 'printed papers' in exactly the same box and of exactly the same weight, the price drops to approx. £28.00.
Please can anyone tell me the real reason it makes a difference to the Post Office and why they think they can charge and get away with two different prices for a box of equal size and equal weight.

(The Post Office has absolutely nothing to do with postal rates, either within the UK or for international mail. It's no longer part of Royal Mail).
