Growing Celery From A Used Stalk Stump

I have tried this and so far it is going well. I have put a couple of stumps into a shallow bowl of water and the celery has started to sprout from the top again. However I have read that I should be putting it in soil when the roots have grown - my issue being that they don't seem to be sprouting roots. So should I keep waiting or put them in soil now? The bottoms of the stumps seem to be suffering a bit from being in water all the time.
