I believe local Cumbria dialect might help with these

22d. Confused in Cumbria (6) ?A?F??
27a. Shepherd's committing fraud (7) ??E?C?R (possibly FLEECER)??
29a. Cumberland sausage or Grasmere gingerbread (6) ??S?E? (possibly DISHES)??

I think the Shepherd one is fleecer. There is something known as a Cumbrian baffle which would fit in but still can’t work out the sausage and gingerbread. I know both foods have protected status but can’t find an answer. What do you think ?

22d. Have since established little referred to Cumbrian term for confused (particularly drunk) is MAFFED
This would enforce the probability that 27a is FLEECER and 29a is simply DISHES

New setter I think
