Both, they have their seed on the inside and are a result of pollinated flowers, however, they are eaten as a vegetable. A vegetable can be a root (carrot) a tuber (potato) a fruit (pepper) a bud (Brussel sprout) a bulb (onion) and so on, so you see its not a case of either or!!
