When claim is sorted do the insurance company give the BACS payment to the policyholder or direct to the builder who does the work?

Depends on your insurance company. If you chose and employed the builder the payment would probably go to you.
If the insurance company provided the builder I would expect them to pay the builder.
All insurance companies are different
