Is it illegal for a cafe to refuse to serve tap water?

I would say as long as thats not all you are there for it should not be a problem. As far as the legal aspect of it, i think they have the right to serve or not serve whatever and who ever they want.
They can still charge you for it.

A cafe has the legal right to charge a 'cover' just for sitting at the table.

And the legal right to refuse to serve you at all.
Our local Chinese restaurant will either serve you mineral water in bottles, or, if you ask for it, a jug of iced water. However, as we've never asked for a jug of water, I don't know whether they charge for it. Perhaps I'll give it a try next time.
Its all I drink with a meal, tap water with a slice of lemon, i've not been charged yet, but as has been pointed out, they can.
