..say that according to a submission by Janet Tunick. Ms Tunick writes:
I heard from my cousin, Norman Woods, of Jacksonville Florida. He said Schortmeier's Ice Cream Parlor was at 726 Washington Street. It was run by his mother, Catherine Agnes Woods, and all the ice cream was made on site by his father, Irving Leonard Woods. He said the "soft ice cream" happened by mistake one time, when the ice cream maker failed resulting in a soft ice cream that became an instant hit that attracted people from all over the area. This probably occurred in the late 1930's, early
1940's.
But there appear to be several others contenders mentioned on other sites.
Sorry I forgot to say that on http://www.alan-partridge.co.uk/scripts/imalanpart
ridge/add-on2.htm (An Alan Partridge script site) one of the lines from a script is "[Alan is commentating at the Swaffham fayre.] Alan: An ice cream van there. The swirly ice cream, I dont know if you know, was invented by Margaret Thatcher, when she studied chemistry at Oxford. Just one of the wonderful things she did before she was betrayed."

According to http://www.bbc.co.uk/history/state/monarchs_leader

s/thatcher.shtml
.
"She read chemistry at Oxford and became a research chemist after university, yet politics was her first love. In 1950, she ran for Parliament unsuccessfully. She took a job testing cake fillings and ice creams for a London company while she worked at night to become a barrister. Her marriage in 1951 to Denis Thatcher allowed her to devote herself to politics"
.
Whilst it says she was involved in testing ice creams (that was after she left Oxford) there is no mention that she invented soft ice cream so I would guess that it is not true.
