My baby girl is 9 1/2 months old and i was worried about how much formula i'm givng her and is too much! She has 5 oz on awakening 3 bottles of 4 oz after meals (although she may not have it all) and 5 oz before bed. She will have sips of water through the day but should i be giving her less milk and more water?

You should be aiming for about 12ozs by she is 12 months old, so maybe cut the three to two and gradually cut down this way. Have you tried a weakened fruit juice.
My health visitor told me they need 20 oz until they are 1 year old. I don't suppose it matters that much on how many occasions thats built up: for example I still breast feed my 9 month old first and last feed and offer her a sippy cup mid morning and mid afternoon when she'll take anything up to 8 / 9 oz on each occasion. I don't offer her milk with breakfast, lunch or tea though.
I aim to give my 9 month about 15-20oz in the day- generally 6oz with breakfast, about 6 midmorning as a snack and 6 in the evening with water through the day. Maybe you are giving her a bit more than that but if she's eating fine, taking water and not not way off the growth charts then I'm sure it will be fine.
