Is it true that fish and chip shops in the uk are not allowed to open on sundays? and that they somehow brought this upon themselves?

It's quite a few years since I lived in Sheffield (so the bye-laws might have changed) but it certainly used to be illegal to serve fish and chips (to take away) on Sundays within the city boundaries.
Many of the chippies in Sheffield were (and probably still are) run by Chinese familes and served both fish and chips and Chinese food. They were all open on Sundays but it was strictly for 'Chinese food only'.
I now live in Suffolk. I've never seen a chippy around here open on a Sunday, except in coastal resorts (which have always had special trading exemptions throughout the country).
