Spring Onions, tomatoes and peppers should definitely be in the fridge, as they wilt very fast.

Lemons, limes and ginger dry out pretty quickly if kept outside, but can stand to be out of the fridge far longer than the previous bunch.

Clementines are a judgement call. They can be kept outside for several days. Personally, I find that they are much more pleasant chilled, so I keep them in the fridge along with all the other fruit.

Garlic and onions (white and red) are best kept in the cupboard. The fridge is too damp for them.
Better still, buy fresh fruit and veg regularly, then you won't have this problem.
Keep my ginger in the freezer and grate it as needed. Lasts ages and tastes just as good.
Keep all the rest in the fridge.
ditto with the ginger in the freezer....handy too for most herbs
And with the garlic, make a puree, freeze in an ice tray as small portions and use as fresh.

You can do this with most herbs, too - just add to an ice cube tray and add to the recipe as you need. Quick freezing from fresh will maintain the best flavour - and save a bunch on the nasty supermarkets imported frozen herbs too!
