There is bacteria called bacillus cerus that may be present in cereals, particularly rice, and it is resistant to heat. Rice therefore must always be cooked as you need it and it needs to be piping hot. If rice is for a cold dish, it should be cooled as quickly as possible after cooking and then chilled. Once it's cold, cover and keep refrigerated for no more than a day.
Yes, I can personally attest to having experienced that. The previous answer is very good.
