I've heard of Gallic shrug, Gallic fury, etc. What does this Gallic modification mean?

It means 'French', basically. The word 'Gallic' is just the adjective from 'Gaul', which was from the Latin name 'Gallus'...ie the region that is now largely France.

So, a Gallic shrug is the kind of thing you'd expect to see a dismissive Frenchman doing.
