Mid 80's Childrens Programe with Grasshopper and Owl

Can anyone remember the name of this childrens programme? It was on BBC1 or BBC2 and there was this man dressed in a grasshopper suit (or something like that!) and he plants these brightly coloured bulbs in a plant pot . He then puts the plant pot in a tree with an owl at the top. The plant then grows very quickly and depending on what the theme was, it would grow the items. So for example if it was about a beach, then the plant would grow buckets and spades etc! Please help!
