If seedless fruit has no seeds, how do they make more of them?

They are grafted onto other plants as far as I recall.
Yep...let's take a seedless orange for example, a strong rootstock of, again for example, a Navel orange is grown from seed. When the seedling is big enough, it is cut back to a certain height and the seedless variety is then grafted onto the seedling.

As a result, you get a strong growing root and stem with the variety of orange you want to grow.

Just about all fruit is grown this way especially apples....as well as roses and other ornamentals.
