Is carbonated water diuretic? Or is it just drinks with lots of sugar? I'm confused.

Carbonated water no. Drinks with lots of sugar...don't think so Drinks with lots of caffine e.g. Pepsi/Coke most definitely yes!
A diuretic is any chemical that induces you to pass water. Caffeine and alcohol are two diuretics.
Any drink more concentrated than liquid in the body will need to be diluted by drawing water from cells within the body, which will have a dehydrating effect on the drinker, rather than the 'refreshing' one they promote.
Black Tea works as a diuretic. You can also buy teas specifically for this at health food stores.
