What is the Law on neighbours throwing litter/food in our garden?

I have witnessed a youth which is the brother of our next door neighbour throwing food over our garden fence!

This is not the first ime it has happend & was logged with the police. There has been a history of racial harassment & we've been the target from the neighbours on both sides ever since!!!

Again this was reported to the police & the evidence was shown to the police.
The neighbours have made a false accusation stating that I threw a stone at their toddler son!!!! All the police said was keep logging it!!!

Is there anything further I can do?
