Hello there.
I have to answer your question by posting like this,as your question does not have the normal "post an answer" label to click on.

Now down to your question:~
My wife Elsie and I have been to the Ritz for tea twice now,both times paid for by our family (for our 50th & 60th wedding anniversaries).
You would not believe how scruffily some people dress for the tea.In fact the Ritz has tightened up on such dressing lately.
As far as your outfit goes,why not combine an eye catching jacket with plain black trousers,and a plain toning blouse underneath?
This would not only look good(you can mostly only see peoples tops when sitting down for tea),but would also make you more comfortable as you wouldn't be in a dress.It would probably mean that the only thing you would have to buy would be a new jacket?
Don't worry TOO much,as I said before even if you try a little you will still outshine all the tourists that are there!
BTW,this fashion advice is from an 86 year old man (with my 85 year old wife Elsie peering over my shoulder!)LOL
Above all enjoy yourself,try to relax and have a wonderful tea;you won't forget it I can tell you that.
