You have 2 options :-

Download a dodgy hacked steam package via a torrent site or:-

Buy HalfLife for a fiver from Amazon so you have a legal cd key...Then download Steam from http://www.steampowered.com/ update it and install TFC.

I,personally,would go for the second option. :)
