Why Is Harder Video Game Bosses Better?

In the games i played when the bosses is easier then the levels they is worse then the levels. In the games when the bosses is the same difficulty or harder then the levels they is better then the levels. Why isn't harder bosses as good as the lebels and easier bosses as good as the levels?
