Its tough early on to steal as you have neither a high enough stealth rating, nor access to a decent chameleon spell / ring / pendant.
Best to join the thieves guild ( you have to anyway as you cannot sell stolen items to regular shop keepers they will not buy them), the guild master will let you buy lockpicks from him. Then you can open many doors while people are out during the day, or better still many shops have upstairs rooms. Just loose the attention of the shopkeeper, run upstairs and break into his rooms.

You can't really get away with stealing. You will get hassled by guards whenever you have stolen goods on you.
