Trying to find playstaton game

There was a game that I loved to play on the playstaion you could drive fords and Holdens, jags etc I think and you race each other�. The police could pull you over etc but you could also be the police and lay spike strips, road blocks, get back police up. Can't remember if it was for ps1 or ps2
Might have just been an Australian release, not sure

its not what your looking for ( probably) but grand theft auto 3 / vice city / sanandreas all have police throwing spike strips. you could also be talking about " the getaway" (very unlikly australian). there all ps2. but they all have cars and cops with lots of free roaming.
