will digital change over affect my ps3 USING A SCART LEAD AS I CAN'T GET A PICTURE NOW THANKS

The input to a TV from a Scart lead bypasses the tuner circuit and sends the signal straight to the screen and the speakers. (i.e. it effectively uses the TV as a monitor). So it's completely irrelevant as to what type of tuner the TV has or what type of TV transmissions are broadcast in the area.

Ensure the lead is fully pushed in.
Scart leads notoriously have habits of falling out.

If it still is not functioning, your cable could have a fault, or maybe even your console, or even tv.
Try plugging another device with scart into the tv and see if that functions (or if you have another scarted product plugged in swap the cables, to eliminate if their is a fault or not)
