What is being celebrated? The flags must give a clue.

I thought it might be Empire Day, then I saw the Japanese flag.


Doh.. sorry, no idea

Well that Japanese flag was in use between 1845 and 1945 (which probably doesn't help a lot)


That looks like the Russian flag at the front so that's pre 1917


Put those 2 together and you think of the Japan Russia war 1904-1905

Britain formed an alliance with Japan in that so I'd guess it was 1905 and they're celbrating the end of that war.


But only if that's the Russian flag

It looks like the Russian flag to me, too - Russia and Japan both fought on the same side as Britain in the First World War, it may have something to do with that.
Yeah I agree the clothing is spot on for turn of the century but the women's hair styles look like they might be a bit later.Quite confusing.

Sorry, there's another piece of evidence which I forgot to include. On the left (as we look at it) of the canopy over the cart are the letters E G A D N and on the other side are H R L I.
